Abstract
This commentary introduces Discursive Algorithmic Opportunity Structure as a conceptual framework for examining how urban AI becomes normalized, contested, and institutionalized through policy narratives and governance discourse. It focuses on the discursive conditions through which algorithmic systems become thinkable, legitimate, and governable in European urban policy contexts.
