Abstract
The article conceptualizes Discursive AI Opportunity Structure to examine how artificial intelligence is framed, justified, and institutionalized in China’s national-level urban planning agendas. It shows how policy discourse makes AI-related ideas and practices sensible, realistic, and legitimate, connecting urban AI governance with the institutional production of technological opportunity.
